Children with severe and profound disabilities - how do they participate in education at school? : an empirical study

  • Since 2000 the University of Education Heidelberg (Prof. Theo Klauß and Prof. Wolfgang Lamers)has realized an extensive research project concerning the “Educational reality of students with severe and profound disabilities” (BiSB). The idea of setting up our research refers to what Johan COMENIUS (1592 – 1670) demanded: teach all children everything in all ways (Omnes Omnia Omnina Docere). It was as late as the 1960s before mentally handicapped children were allowed to go to school. In most countries, special schools were founded for them. But children with severe and multiple handicaps were excluded from schooling until 1979, and in other countries there is still no general right for them to attend school. In this context many, and very different, methods are being applied. However, there is wide-spread uncertainty on the issue of whether such educational offerings are really fully appropriate for the capabilities and needs of these people in gaining access to education. In our opinion, this uncertainty applies to all European countries. In our project,we have opted for multi-perspective studies and have included all those who work with these children: teachers, nursing staff, therapists, parents and head teachers. By taking this approach, we could at the same time examine the differences between these groups as to qualification, points of view, and areas of competence (Janz 2006). The project consists of two parts: A survey with the help of a questionnaire carried out at all schools in the German Federal state of Baden-Württemberg with severely handicapped pupils and students, and six case studies. All team members and the schools’ head teachers were questioned about two school pupils. The level of participation in this questionnaire was very high. In Baden-Wurttemberg there are 114 schools that teach pupils and students with severe and multiple handicaps. 96% of them took part in the study. We systematically collected, for instance, data on the following aspects: - impairments and need of assistance in the case of school pupils with severe and multi-ple handicaps (relying on ICF; compare DIMDI 2003) •qualifications and experience of the various people who work with these children and adolescents •the educational concepts that are known and applied •room equipment and equipment with media •composition of the class •attitudes and views of teaching staff •internal cooperation among the professions (teamwork), •cooperation with the parents. The results of our questionnaire survey (BiSB I) contain a few highly positive findings: In the special schools the pupils and students with severe and multiple handicaps are accepted to a large extent and are, above all, well integrated into their classes. According to their teachers, therapists and especially parents, they generally enjoy being there. The standards of nurs-ing and caring are good, and the school cooperates with the parents rather more intensively than at other schools. Nevertheless, there are many areas where improvements could be made: Only in exceptional cases do pupils and students with severe and multiple disabilities attend general schools. In the special schools they are mostly in heterogeneous classes, but are also very often in homogenous groups. Quite often the teachers are not sure whether the school really meets the needs of these children, and the parents in particular take the view that the children get adequate support mainly in one-to-one situations. This report gives a survey of the large number of results concerning the aspects mentioned above.
